Community Integrated Living Arrangements (CILA)

A Community Integrated Living Arrangement (CILA) provides residential support for adults age 18 and older with intellectual disabilities. CILA services may be provided in a group home, family home, or apartment setting where eight or fewer unrelated adults live with support and supervision provided by a licensed agency.
At Progress Port, Inc., we believe a CILA should be more than a place to receive services—it should feel like home. We take a family-oriented approach, creating a warm and welcoming environment where individuals feel valued, supported, included, and part of something meaningful.
A Family-Oriented Approach
We understand the importance of family, friendships, and lasting relationships. Our goal is to create an atmosphere where individuals feel a true sense of belonging, comfort, and connection.
We encourage individuals to maintain strong relationships with their families and other important people in their lives. Family involvement and communication are welcomed and encouraged while always respecting each individual’s choices, preferences, privacy, and independence.
Within our homes, we encourage individuals and staff to build positive, respectful relationships and share everyday experiences—from preparing meals and celebrating birthdays and holidays to enjoying outings, special occasions, and time together.
We want each individual to know that they are not simply receiving services—they are an important part of the Progress Port family.
Individualized Support
Every person has different abilities, needs, preferences, and goals. Support is individualized to help each resident achieve the greatest level of independence possible.
Depending on the individual’s needs, CILA services may include assistance and support with:
- Personal care and daily living skills
- Meal planning and preparation
- Household responsibilities
- Medication and health-related needs
- Shopping and money-management skills
- Transportation and appointments
- Community activities and outings
- Recreation and leisure
- Building and maintaining relationships
- Personal safety
- Developing greater independence
- Working toward individual goals
Choice and Independence
Being part of a supportive home does not mean giving up individuality or independence. Individuals are encouraged to make choices about their everyday lives, including how they spend their free time, activities they enjoy, meals, personal routines, relationships, and community involvement.
Our staff are there to provide the level of assistance each individual needs while encouraging personal choice, self-advocacy, skill development, and independence.
A Home Within the Community
Community involvement is an important part of CILA services. Individuals have opportunities to shop, dine out, attend community events, enjoy recreational activities, visit family and friends, pursue personal interests, and participate in the communities where they live.
